Digicel to Start Mobile Money Services in Pacific Markets

Digicel Fiji has outlined details of its forthcoming mobile money service, which offers its subscribers a range of mobile financial capabilities including the ability to transfer money to friends and family nationwide, top up your phone and pay Digicel post-paid bills.

Fiji is the first of Digicel's six Pacific markets to make this service available and Digicel plans to roll-out "Digicel Mobile Money" across all Digicel Pacific markets.

The service, offered in partnership with Post Fiji and Westpac in the coming weeks, will see Digicel phones become electronic wallets offering customers a convenient and secure way to transfer money to any mobile phone in Fiji, pay Digicel post-paid bills, top-up and deposit or withdraw cash from their electronic wallets.

Customers will be able to deposit and withdraw money through their Mobile Money accounts at selected Post Fiji outlets and Digicel stores nationwide, and at Westpac branches in the coming weeks. The number of outlets is set to reach 100 in the coming weeks, covering every corner of Fiji through Digicel, Post Fiji and Westpac's national network.

The project, in development for over ten months, is regulated by the Reserve Bank of Fiji and supported by the United Nations Development Programme's Pacific Financial Inclusion Fund (PFIP) and the GSM Association (GSMA) with a view to promoting financial inclusion within Fiji and the Pacific Islands. Digicel Mobile Money aims to assist in addressing the needs of the 70% of Fijians who do not have access to basic financial services.

Stephen Breen, Digicel Pacific Mobile Money Director, said; ""Digicel Mobile Money will transform the way our customers receive, handle, transfer money and pay bills. Digicel's partnership with Post Fiji and Westpac means we can provide simple, accessible financial transactions to the thousands of Fijians throughout the country who do not have access to basic financial services. We are very grateful to the Reserve Bank of Fiji, the United Nations Development Programme and the GSMA for their support and assistance in the development of this project and we can, together, look forward to the positive impact of Digicel Mobile Money on communities in Fiji."

Tillman Bruett, Technical Advisor of the United Nations Development Programme's PFIP said; "This project is a very important step in bringing access to safe and affordable financial services to the estimated 70% of Pacific islanders that are unbanked. The majority of low income households in the Pacific need an affordable and safe means to store and move money. We are supporting a number of initiatives in the region and are happy to be working with Digicel in Fiji and elsewhere to meet this need."

PFIP has received funding support through the Australian Aid Program to assist Digicel with the introduction of the Mobile-Wallet technology in Fiji, which is considered a key innovation for broadening access to financial services for the most remote and rural communities in the country.

Job Description:

Design and implement complex radio systems that satisfy specific requirements. Systems involve Harris and vendor equipment, and typically include IP networks, microwave links, wireless data, RF antenna subsystems, dispatch and/or other custom design peripheral subsystems.
Provide Systems Engineering support after contract award, including: final design and equipment selection, implementation and as-built documentation, factory and on-site installation support and system optimization. Participate in discussions with customers, consultants, vendors and other Harris personnel as necessary to advance projects.
Occasional development of new radio system business proposals may be required which would include the development of proposal text, drawings and material content that effectively describes the system and special equipment being offered.

Qualifications:

BSEE, BSCE or similar technical degree

Must be able to work with other disciplines to develop and implement LMR system designs in response to customer specific requirements.

Sagem Wireless and ST-Ericsson to Partner on LTE

Sagem Wireless and ST-Ericsson have announced plans to partner on the development of multimode LTE/HSPA+ reference designs, devices and modules. Sagem Wireless and ST-Ericsson are collaborating on a multimode platform, which can connect to LTE, HSPA+, 3G and GSM networks, to develop a mobile broadband modem to be launched before the end of 2010.

Supporting downlink speeds of up to 100 Mbps via LTE and 21 Mbps via HSPA+, Sagem Wireless' dongle modems will enable Internet Gateways to offer ultra high speed wireless access.

"We have developed our multimode platform to enable people to connect to the best available mobile network wherever they are, whether that be with LTE, HSPA+, 3G or GSM, switching between different access technologies effortlessly and seamlessly," said Pascal Langlois, Senior Vice President, Chief Sales and Marketing Officer of ST-Ericsson. "The fact that the platform is ready to make its debut in commercial devices in 2010 further underlines ST-Ericsson's strong position in the development of LTE device platforms and Sagem Wireless' system-level and RF integration expertise."

NTT DoCoMo Shows Interest in Making Telecom Investment in Pakistan

Japan’s DOCOMO is the equivalent of PTCL in Pakistan. Back in 90s they started facing more competition after regulations changed in Japan. They have been looking abroad to extend their business. Political issues notwithstanding, this could be a good deal for both Japan and Pakistan. As reported by The News:
Japan’s largest mobile telecom company, NTT-DOCOMO, has expressed its interest to invest in Pakistan and to enter into a joint-venture with a local mobile operator, a senior official said on Friday.

Iftikhar Babar, Economic Minister in Pakistan Embassy in Tokyo told The News after his visit to NTT-DOCOMO head office that Japan’s premier provider of leading-edge mobile voice data and multimedia service company with more than 56 million customers in Japan is one of the world’s largest mobile phone operators.

The company with a market share of 50 percent is a subsidiary of government of Japan. The capital of the company stood at 949 billion yen and operating revenues stood at four trillion yen, he said. During 2009, the company earned an income of 840 billion yen.

The company had invested $2.6 billion in India and is engaged in joint venture with Tata Teleservices Limited.

It has also invested $400 million in a Bangladeshi mobile company recently following its intention to expand its business in developing countries.

During a briefing to company executives recently, Babar gave a detailed presentation on the growth potential of Pakistan telecom industry.

The company executives were also informed about the incentives package, concessions and facilities being offered to the foreign investors, the statement said, adding that the Japanese officials expressed their interest to start a joint venture with a mobile operator in Pakistan.

Cambodian Network Outlines Expansion Plans

Cambodian mobile network, QB has begun its planned expansion to cover Cambodia's entire population by the end of the year, according to CEO Alan Sinfield. In an interview with local newspaper, The Post, he noted that the network operator currently covers just Phnom Penh and six or seven other metropolitan areas.

"It's going to be hard to achieve [100 percent population coverage], but certainly that's our main goal," he said, though he declined to disclose the cost of the expansion or the number of towers to be added.

The plans have been backed by QB's parent company, Cambodian Advance Communications.

"Our investors view Cambodia as a developing country very positively, seeing great potential, and are keen to be a part of this," he said. He declined to reveal investors' identities.
