Site design work

Enables Site Design according to Customer’s standards & guidelines and local regulations.. Ensures Site Design activities meet project and local requirements. Responsible for all technical aspects regarding Permit Drawings, Construction Drawings, Static Calculations, Foundation Calculations / Studies, Soil Reports, Land Surveys, all drawing approval procedures. Further more for all design related acceptances. Cooperation with all departments. Localizes global design guidelines according to country specific rules and regulations.

Customer interface

Ensures that model sites including product specifications and agreed details are approved by the customer. Participates in customer meetings as required. Interfaces with customer site design manager to review and discuss the design process and to resolve open issues.

Service supplier interface

Provides guidance and support to service suppliers in site design related issues. Communicates customer approved site solutions to service suppliers. Reviews and approves the CW designs done by service suppliers.

Cooperation with other functions

Cooperates with network planning, site acquisition, construction works and TI for all design related issues, also to create cost efficient site solutions. Supports SPS with Site Design service supplier selection.

Meetings and reporting

Supports PM in preparing quality related questions and to manage risks related to all design works. Participates in "daily" progress meeting with project team. Reports to project manager all deviations from standard design. Responsible to for all design related updates on the project database, ePM.

Tools usage and data update

Manages and coordinates the TI process according to agreed project time schedule in region. Manages and maintains TI equipment related fields in ePM reflecting the solution of the TSSR. Ensures the correct usage of project tools (EPM) and the data content. Performs tool audits with TI-suppliers. Tracks all TI-extra work related issues and reports those to regional PM.

Logistics related tasks

Owner of DOP process in strong cooperation with the logistics team. Oversees project/region/zone equipment stock.
Responsible for the timely ordering of all TI equipment and site materials.

Implementation resource planning

Ensures TI resources are planned properly (quality and quantity) for region and zone. Provides demand plan for needed implementation teams (Installation, commissioning and integration). In region, ensures the model site documentation and supportive TI specifications are provided to SA and permitting staff. Provides needed support towards the authorities in permitting issues

Reporting and meeting responsibilities

Responsible for reporting of TI-site progress from “Site ready for Installation” milestone until the issuance of the Final Acceptance Certificate (including site installation, commissioning and integration). Provides required progress reporting for customer needs.
Supports to regional PM to prepare / update roll-out schedule (ePM). Supports regional PM regarding implementation
Quality assurance and reporting. Participates in "daily" progress meeting with regional project team. Reports to regional project manager all equipment implementation deviations from the original planning, i.e. Extra works, delays, cancellations, etc…

Documentation

Owner of TI-documentation rollout within the zone/region.
Ensure document control and storage system set up and used properly.

Telecom Managed Services Are Transforming Carrier Business Models

Network operators are turning to managed services and outsourcing not only to reduce their operating costs but also to transform business models to compete more effectively, a trend that will continue growing, according to a new report from Pyramid Research.

The telecom managed services sector is entering its third phase of development, characterized by a greater focus by operators on how to adapt to the changing dynamics of the industry and position themselves better for future opportunities, notes Elizabeth Bramson-Boudreau, Analyst at Large and author of the report. "Drivers of third-phase outsourcing include network sharing and the emergence of over-the-top (OTT) applications, such as social networking, that can, if allowed, bypass operators almost entirely," says Bramson-Boudreau.

Widespread adoption of telecom managed services will change the telecom landscape significantly in the coming decade, Bramson-Boudreau notes. As more carriers offload bigger portions of their network operations to trusted partners, telco business models will shift away from simple service provisioning, she explains. "The operator of the past - with full control over all network functions, monopolist-style attitudes toward customer service, and slow delivery of new services - is unlikely to exist in the future," she adds.

South Asia Mobile Market Shrugs off Recession, Prepares to Grow

The global economic downturn had little impact on the fast growth mobile markets of South Asia and the maritime countries of Southeast Asia (Indonesia, Malaysia, and the Philippines). Led by India's 52% annual growth, subscriptions in the region rose 31% in 2009, noted Strategy Analytics.

Despite lower average revenue per user (ARPU), service revenues in the region increased by 11%, five times the global average. They are forecast to grow at an average of 5% per year through 2015. "There is a lot of untapped demand in the area," notes Tom Elliott, Director of EMCS. "Price cutting and per-second billing from operators like Tata and Bharti Airtel are making mobile service affordable for a lot of new customers."

Serving these new customers profitably will be a challenge for operators. "With more new customers coming from rural areas and smaller cities, ARPU will fall while building out infrastructure and distributing handsets will be more expensive," according to Rahul Gupta, India Senior Manager for EMCS. Operators will have to look for efficiencies anywhere they can, their report points out, including sharing towers and other infrastructure with competitors.

East Timor Seeking to Break Telecoms Monopoly

The East Timor(Timor-Leste) government has outlined plans to liberalise the telecoms market by the beginning of next year. The Timorese deputy prime minister, José Luís Guterres said that there was a consensus within the Council of Ministers on the matter following the definition of the aim of liberalising telecommunications some time ago .

"Now we need to approve specific laws to regulate the entry of other operators and there are at least two companies that have shown interest: Ireland's Digicel and Indonesia's Telecomcel," he told local news media.

There had been talk of liberalising the market back in 2007, but nothing has been said about the issue since then.

Portugal Telecom, which is the main shareholder in current monopoly telecoms operator, Timor Telecom had been kept appraised of the developments. Portugal Telecom invested US$54 million in improving the telecommunications network last year. The company currently has a monopoly until 2017, although there has been precedent in several Caribbean countries who broke the Cable & Wireless monopoly to introduce competition into their markets.

Timor Telecom is the monopoly operator in the country, and the analysts at the Mobile World reports that the mobile operator ended last year with 355,000 customers - representing a population penetration level of 31%.

East Timor was a Portuguese colony until 1975, when it was annexed by Indonesia. The country gained independence in 1999. Following independence and the destruction of the existing network provided by Telkom Indonesia, Australia's Telstra expanded its cellular telephone signal into East Timor in 2000, and operated services until 2003 when Timor Telecom took over.

ZTE Wins Malaysian WiMAX Deployment Contract

Malaysian WiMAX network operator, Packet One Networks (P1) has awarded a full turnkey contract for its Phase III network expansion to China's ZTE. The contract worth US$76 million will see ZTE deploy P1 W1MAX network including network planning and design, equipment supply, engineering services and WiMAX network optimisation to cover 65% of the Malaysian population by 2012.

"From the day we embarked on our WiMAX journey, our goal has been to make broadband a right for all Malaysians. To deliver on this commitment and our commitment to the Malaysian Communications and Multimedia Commission, an aggressive deployment of the P1 W1MAX network is crucial. We look forward to ZTE's continuous commitment in delivering the third phase of our rollout successfully," said Michael Lai, Chief Executive Officer of P1.

In March 2009, P1 signed with ZTE to deploy Phase II of its national network rollout for US$28 million to expand coverage from 35% to 45% of the population by end of this year.

P1 has 140,000 subscribers at the end of 2009, and hopes to continue supporting the National Broadband Initiative and the national target of 50% household broadband penetration by year end

New HTC Droid Incredible Google Phone Is Selling Out

Google, HTC, and Verizon Wireless seem to have a hit on their hands.
The powerful new DROID Incredible smartphone, which went on sale yesterday, is already sold out in many of Verizon's retail stores.
It's also sold out on Verizon's website, first noted by Boy Genius Report.
In Brooklyn, N.Y., there are no Incredibles available at retail stores, according to a rep at Verizon's Atlantic Center store. We called around Manhattan stores and found many are sold out, but a few still have them in stock.

We also called two stores in central New Jersey: One at the large Bridgewater Commons Mall had Incredibles in stock. A store in Watchung did not have any in stock.
The amount of phones each store received varies. One said it sold five units, before running out. Another said it had sold a dozen, and still had a few in stock.
Assuming the sellout isn't just because of low supply levels, this is good sign for Verizon, HTC, and Google. Consumers are getting excited about Android-based phones. And so far, it's been without much advertising: Compared to the original Droid, which had a massive ad campaign, we've hardly seen any marketing for the new phone.
If Apple wasn't feeling pressure to get the iPhone on Verizon, news like this should help get the gears moving.

Vietnam's Viettel Invests in Haiti's Telecoms Market

­Vietnam's largest mobile network operator, Viettel has signed a deal to upgrade Haiti's fixed line network in the country's largest foreign direct investment after the earthquake. Under a public-private partnership structured by World Bank's IFC, Viettel will initially invest US$59 million, and an additional US$40 million over four years, to upgrade services offered by fixed line operator Télécommunications d'Haiti (Teleco), creating a new company in which Viettel will hold a 60 percent stake and Banque de la République d'Haiti (BRH), Teleco and their affiliates will control the remaining 40 percent.

The IFC served as the advisor to the Haitian government in structuring the international bidding process for the partnership since June 2007.

Lars Thunell, IFC Executive Vice President and CEO, noted: ""The agreement reflects the extraordinary commitment of the Government of Haiti and Viettel to ensuring a safer and more sustainable future for the Haitian people. Economic growth is easier to achieve when people have the basic tools they need to communicate and connect with the world."

Viettel's investment comes at a critical time. Even prior to the devastating earthquake on January 12, Haiti's fixed-line penetration was only 1.8 percent - the lowest in Latin America and the Caribbean. Mobile density was emerging at around 35 percent while Internet penetration remained below 1 percent. The earthquake caused significant damage to existing telecom operators' networks, including those of Teleco and other local providers.

"Enhancing telecommunications infrastructure at this time is an essential component of Haiti's reconstruction efforts," said Charles Castel, Governor of BRH. "We welcome Viettel's commitment which shows confidence in Haiti and sends a signal to other potential private investors who want to support the country's recovery and development."

IFC's infrastructure advisory services in the Teleco project received donor support from DevCo, a multidonor facility affiliated with the Private Infrastructure Development Group. DevCo is funded by the United Kingdom's Department for International Development, the Dutch Ministry of Foreign Affairs, the Swedish International Development Agency, and the Austrian Development Agency. Additional support for IFC's advisory work was provided by the United States Treasury Department.
