Alcatel-Lucent Wins South Korean Backhaul Upgrade Contract

South Korea's SK Telecom has selected Alcatel-Lucent packet optical transport solution to upgrade its nationwide wireless data network. The project is currently being deployed.

The new backhaul network will play a significant role in supporting the customer's high capacity traffic as well as offering of QoS-based services. In addition, it will support its WCDMA traffic and lay a solid foundation for SK Telecom's future LTE-based services.

"With our innovation leadership in optical transport and wireless network solutions, we are committed to support our Korean customers smooth evolution to the LTE era," said Rajeev Singh-Molares, president of Alcatel-Lucent's activities in Asia-Pacific. China and India Spending Freeze Dulls Mobile Infrastructure Market

Worldwide revenue for mobile switching subsystem (MSS) and packet core equipment grew during the second quarter, reports Infonetics Research, while radio access network (RAN) and home location register (HLR) equipment revenue declined. The end result was a relatively stable quarter for the overall mobile infrastructure market, down 0.9% in 2Q10 from 1Q10, from $8.8 billion to $8.7 billion.

Ericsson retains the top position for overall macro RAN equipment revenue market share, although Nokia Siemens Networks and Alcatel-Lucent each gained more or less 2 percentage points, pushing Nokia Siemens closer to Ericsson than it's been all year, and pushing ALU ahead of Huawei for the first time since early 2009.

In 2Q10, aside from the fundamental lack of activity in China and India, the mobile infrastructure market was marked by sustainable 3G and CDMA upgrades in North America, prolonged weakness in Europe across the board, and an uptick in Africa and Latin America.

"It's been a tough year so far for the mobile infrastructure market, mainly due to the absence of spending in China and India. Last year, China spent like mad on its massive 3G rollout. This year, India was supposed to pick up some of the slack, but due to a combination of bans on Chinese vendors and a delayed spectrum auction, the spending virtually stopped in 2010. In fact, our analysis of capital expenditures by the three Chinese service providers in the first half of 2010 indicates that they have spent only 12% of their planned 3G budgets! The postponements in GSM upgrades and modernization will need to be addressed soon, and we are likely to see some interesting pick-up in both 3G in China and 2G in India in the second half of 2010," expects Stéphane Téral, principal analyst for mobile and FMC infrastructure at Infonetics Research.

Vietnamese 3G Market Has to Move Diligently to Succeed

With seven operators, the Vietnamese mobile market is one of the top five most competitive markets in this region. Vietnam's mobile connections grew 58% in 2009 and penetration reached 127%. However, recent operator comments suggests that 50% of these connections are inactive and as much 70% of the connections added in 2009 were multi-SIM users.

On the broadband front, the Vietnamese market has seen growth of over 60% in the past 4 years. A subscriber base of 2.1 million in 2008 gave the nation a household broadband penetration rate of 11.9&. The subscriber base is expected to grow at a Compound Annual Growth Rate (CAGR) of 15.22% from 2004 to 2014 and is forecasted to reach 4.9 million by the end of 2014. While, the household broadband penetration is projected to reach 24.9% by the same period. Consumer broadband revenues are expected to grow at a CAGR of 15.11% from 193 million in 2008 to 449 million in 2014.

Backing all these potential growth and positioning the nation as a forerunner amongst its regional counterparts is the Vietnamese Ministry of Information and Communications (MIC). The recent guidlines placed by the regulator clearly indicates the progress that the nation's telecommunications sector is posed to evolve into.

Of these guidelines, is the rise in foreign investor equity limit from 24.5%to 49%, permitting private telecoms infrastructure and lifting the foreign ownership cap. This move has sent clear signs to the international telecommunications community that the Vietnamese domestic market is eager to raise on par with its international counterparts.

Nitin Bhat, Partner at Frost & Sullivan, commented, "Prepaid still dominates Vietnam's market with 94.5% mobile connections. High multi-SIM usage and SIM churn has been encouraged by SIM usage bundling with users arbitrating promotional rates and service bundling. Data revenues do not appear to have gained the traction they have in other markets, possibly due to widespread voice credit bundling. The low penetration rate offer the opportunity for growth in internet access over affordable mobile devices and for wireless as it increasingly becomes the preferred mode of broadband access. Growth in this area would significantly increase data's contribution and importance to market revenues."

Nitin further added that Vietnamese operators will have to accelerate 3G traffic appropriately and should rely on Wi-Fi where possible to keep network costs under control.

Zain Iraq Plans Expansion into Kurdish North of the Country

Zain's Iraqi subsidiary is reported to be expanding its network into the north of the country and plans to launch services in the Kurdistan region early next year. The expansion takes it into direct competition with Korek, which has been the dominant operator in the region.

"We will be entering Kurdistan. You will see us in there, a fully fledged network, by the beginning of 2011 ... We want to reach all the Iraqis everywhere," Emad Makiya, the new CEO of Zain Iraq told Reuters in his first interview since taking over at the helm in June.

Makiya replaced the Group's Chief Executive, Mr Nabeel Bin Salamah who took direct management of the subsidiary in April after the then CEO, Mr Ali Al Dahwi was removed from the post without explanation and made a special advisor on Iraq for the Zain Group.

Makiya added that the Iraq unit would invest 16-20 percent of its revenue every year into upgrading and expanding its network in the country for at least the next three years.

The country has three operators, Zain, Asiacell and Korek Telecom. Asiacell is actually a consortium is comprised of Asiacell Iraq - the earlier license holder, Qatar's Qtel and investment banking group, MerchantBridge. Orascom owned the Iraqna network, but failed to get an operating license in the last round of auctions and had tried to set up a joint venture with Korek Telecom but that fell apart. The break-down has left Korek with a national license, but coverage which is limited to mainly the Northern region of the country. An expansion to national coverage would need the financial muscle of an outside partner, and there are ongoing talks with Etisalat that seem to be dragging on for a long time. Iraqna was later sold to Zain.

The government has recently announced plans to award a fourth national mobile license, although the timeline for the license tender is not known.

Digicel Launches Consumer WiMAX Network in Jamaica

Under the banner, "Plug, Pay and Go," the weekend saw the official launch of Digicel's WiMAX network in Jamaica. The network is available across all fourteen parishes covering 60% of the population and 200 communities with further rollout planned. That translates to 410,000 households in Jamaica.

Digicel says that it has leveraged its existing network and investment in Jamaica of over US$850 million with a further investment of US$22.7 million in rolling out the WiMAX network.

Customers have unlimited usage and can choose between affordable prepaid 7 day, 14 day or 30 day plans or a monthly postpaid plan.

Nokia Siemens Networks Wins Indian 3G Network Contract

India's Tata Teleservices (TTSL) has selected Nokia Siemens Networks to support the launch of its new 3G network. Nokia Siemens Networks will provide network implementation and managed services to ensure a smooth rollout, improved network performance and seamless introduction of new services. The company will also provide its NetAct network management system to monitor, manage and optimize the 3G/HSPA+ network, and supply other operational support systems.

"There is huge demand for mobile Internet access in India, and that's what 3G brings," said Mr. AG Rao, chief technology officerand president, Enterprise Business, TTSL. "We want to move quickly, which is why we're the first to secure our key 3G technology and services supplier. Nokia Signs Mobile Content Deal with India's Reliance Communications

India's Reliance Communications (RCOM) and Nokia have inked a deal to promote Nokia's mobile content services, Ovi to RCOM customers. The agreement covers making available Ovi Life Tools services targeted at the rural and semi-urban segments for Reliance customers and exclusive offers on Ovi Music Unlimited (OMU) devices.

Commenting on its relationship with Nokia, Mr Vrajesh Shelat, Head - Wireless Data Services & Alliances, Reliance Communications said, "In the last two quarters, there has been a significant adoption of smartphones by Indian consumers. We have seen the sales of smartphones on our Network increase manifold. With the rollout of 3G, we see a huge opportunity in fostering a mutually beneficial business relationship to offer customers unique Voice, data as well as VAS innovations with Nokia."

Ovi Life Tools, a range of services covering Agriculture, Education and Entertainment targeted at both urban and rural consumers will be an integral component of this RCOM & Nokia alliance. Reliance will offer Ovi Life Tools services in two versions, Subscription and Pay per Use. While the Subscription Service for education and entertainment services will be offered at Rs.30/Month and the agriculture service at Rs.60/Month. The Pay-per-Use will be priced at Rs.3/Request.

Mobile Music has become increasingly popular among the Indian consumers. According to some estimates close to 40% young people prefer to listen to music on their mobile phones. To make it easier for consumers, RCOM GSM customers can download music upto 12GB data usage (approximately 2400 songs) from Nokia's music service - Ovi Music Unlimited (OMU).

Residents Claim Weight of Base Stations is Damaging Their Building

Tenants of a residential block of flats in New York city, USA have complained to their local authorities after cracks started appearing in the walls after a second base station was installed on the roof of the building.

The roof of the building had a T-Mobile base station installed back in 2006, but when the AT&T base station was added to the building last year, cracks started appearing in the walls and the tenants grew concerned that the weight of the towers and 20 antennas were the cause of the problems.

However, Roger Entner, an industry analyst with Nielsen, told the New York Times that the cellphone antennas were relatively light and the base stations not unduly heavy. "The base station only weighs a couple of hundred pounds - it's like three fat men," he said. "If that is cracking the stuff, the building has way bigger problems."

The tenants also claimed that the antennas were putting out excessive amounts of radio emissions, but chose not to add that to a lawsuit they are planning as it would have automatically moved the jurisdiction from the local government to the federal government.

Thai Court Throws Out Attempt to Block 3G License Auction

Thailand's Administrative Court has rejected a lawsuit that could have blocked the telecoms regulator, the NTC, from issuing 3G licenses. A former union leader at the state-owned telco, TOT has tried to claim that the regulator lacked the authority to issue the licenses.

He had argued that in the absence of another regulator, the National Broadcasting and Telecommunications Commission, the NTC could not allocate radio spectrum in the 2.1Ghz bands. There have been previous attempts by unions to block the award of the licenses based on the lack of quorum at the regulator. Those were overturned when the board of the NTC was finally approved by the government.

Pornchai Meemark was once a powerful union leader for TOT but is now an employee of the company. The court ruled that as he personally did not represent any party that could suffer any impact from the license tender, he couldn't bring a lawsuit against the regulator.

The court also ruled the NTC regulations are mainly rules on licensing to ensure fair competition and are in the interest of the state, as well as guidelines for licensees to follow. The regulations do not affect users of the services, but rather the licensees, it ruled.

The latest draft plan from the regulator for its long-delayed 3G license auction recently raised the reserve price for the 3G licence to Bt12.8 billion (US$393 million), up from Bt10 billion in the original draft. There will be three licenses offered, and if there are any licenses unclaimed, then they will be offered up for sale again within three months.

All three licenses will be for 15-megahertz bandwidth, which will be valid for 15 years.

The regulator has been trying to award 3G licenses for the past couple of years, but the political situation has made it difficult. The regulator had been short of four directors, preventing decisions from being taken, but this has been resolved after the nominees recently secured Royal endorsement.

Several of the networks are already running limited trials of WCDMA networks in the 900Mhz band, but lack of radio spectrum is hampering their deployment.
