Kuwait to end sponsorship system for foreign workers

The Kuwaiti government announced it will be scrapping the sponsorship system for foreign workers in February next year, becoming the second Middle Eastern country to end what has been described as “modern slavery."

An article on the Kuwait-based Arab Times Online quoted Kuwaiti Minister of Social Affairs and Labour Mohammed al-Afasi as saying that the system, locally called kafeel, will be abolished to give way to the creation of a public authority for the recruitment of workers.

“This will be our gift to foreign workers on the anniversary of Kuwait’s liberation" from seven months of Iraqi occupation in 1991, the minister said in the article.

The kafeel system requires Kuwaiti employers to sponsor foreign workers, making the latter vulnerable to abuse. Foreign workers can only look for new jobs without prior approval from their sponsors after three years of service.

Kuwait will become the second Gulf Country to scrap the system. In 2009, Bahrain abolished the scheme which it likened to “modern-day slavery." International human rights groups have also criticized the policy.

Migrant group welcomes move

A Filipino migrant advocacy group welcomed the declaration, saying it an indication that Kuwait is geared towards respecting the rights and well-being of expatriate workers there.

“We are glad to hear that Kuwait recognizes the need to abolish the sponsorship system, as it would provide more freedom for expatriate workers in terms of travel and the opportunity to change and look for a better job within Kuwait," said Migrante-Middle East coordinator John Leonard Monterona.

He said the system has resulted in various cases of abuse by employers of migrant workers, including Filipinos. “(The system is the reason) why we often encounter cases where migrant workers were not allowed to go on vacation even after completing their 2-year contract, for example," he explained.

He added that Migrante is supporting other lobby groups in the Gulf States, such as the National Society for Human Rights in Saudi Arabia, which have been calling for the abolition of the sponsorship system in other Middle Eastern countries.

Revised labor code

The Arab Times article said there are around 2.3 million foreign workers in Kuwait. Philippine government records show that as of 2008, there are about 146,000 Filipinos in the Middle Eastern country, while some 46,000 Filipino workers were deployed there last week.

The Kuwaiti parliament passed a new labor law in December last year granting more labor rights and better working conditions for foreigners, replacing a 45-year-old labor code which had been criticized as being largely in favor of employers.

The new legislation provides improved benefits including better annual leave, end of service indemnities, and holidays.

It also sets tougher penalties, including jail terms, for employers who trade in visas or recruit expatriate workers but fail to provide them with jobs, or who fail to pay salaries regularly.

Qualcomm says that it has signed an agreement with Malaysian WiMAX network operator, Asiaspace to explore future deployment of Long Term Evolution Time Division Duplex (LTE TDD) technology in Malaysia.

Alcatel-Lucent Wins Sri Lankan Network Expansion Contract

Alcatel-Lucent has announced a contract with Etisalat's Sri Lanka subsidiary to significantly boost its GSM/EDGE network capacity and coverage and build its first 3G HPSA+ wireless all-IP broadband network. The contract is described as being in the "multi-million dollar" range.

In total, 480 GSM/EDGE sites and 515 3G HPSA+sites will be deployed as part of the contract. Alcatel-Lucent's solution also includes a MiTV application that will enable Etisalat Lanka to offer mobile broadband and multimedia services such as mobile interactive television and video to over 3 million subscribers and businesses in Sri Lanka.

By transforming the network to IP, Etisalat Lanka is building a network that can intelligently deliver new personalized multimedia services to its business and consumer users. This network will also leverage IP to offer scalable bandwidth to accommodate the anticipated surge in mobile traffic and provide the foundation for the seamless future introduction of LTE technology.

"Alcatel-Lucent's solution and support will help us expand our network and introduce the innovative wireless services that our subscribers are expecting," said Mr. Sanath Pilapitiya, CTO of Etisalat Lanka. China's ZTE Wins 3G Supply Contract in Taiwan

China's ZTE has entered the Taiwanese market after signing a contract to supply WCDMA wireless equipment to VIBO Telecom. Under the agreement, ZTE will supply more than 3,500 3G base-stations to replace VIBO's existing 3G network around Taiwan within one year. The base-stations to be provided for VIBO are based on ZTE's SDR (Software Defined Radio) technology.

"In Q1 2010, number of 3G subscribers accounted for 60% of the total subscribers from Taiwan, increased from about 40% in 2008. 3G communication has become the de facto standard for the local market," said Mr Zhang Jianguo, GM of GU product of ZTE Corporation.

"To address this growing need for high-speed 3G data services, ZTE will help VIBO roll out 21.6 Mbps HSPA+ mobile broadband services across the entire island of Taiwan for its users in the future. Our SDR platform can ensure the smooth and seamless upgrade of the network from GSM/UMTS to HSPA+ and LTE, allowing VIBO to dramatically reduce its operating and infrastructure costs."

3G Network Launches in Malawi

Bharti Airtel's recently acquired network in Malawi - formerly Zain Malawi - has launched a 3G network, according to reports in the local news media. For the next 30 days, subscribers of Zain-Airtel will sample the service at no cost when they visit BBC, Facebook, Twitter and use video calling.

"Today we move Malawi forward in terms of technology towards a new generation of mobile phone services," said Saulos Chilima Managing Director of Zain-Airtel Malawi during the media launch in Lilongwe on Thursday.

The operator, formerly Celtel, then Zain, and now Bharti is the largest in the country by subscriber base. According to statistics from the Mobile World analysts, the operator had 1.65 million customers at the end of June and a market share of around 66%. The only other operator is Telecom Networks Malawi (TNM). A third network, G-Mobile has apparently had its license cancelled after missing various launch deadlines, although it is appealing.

The country has a population penetration level of just 17.4%.

Thai court upholds injunction against 3G bidding auction, stalling high-speed Internet

Thailand's bid to catch up with neighboring countries on advanced telecommunications technology has stalled after a court Thursday ruled to suspend a bidding process for 3G licenses.

The ruling means more delays for bringing the fastest Internet technology to Thailand, which is one of the only countries inSoutheast Asia without third-generation capabilities. Poorer neighbors such as Cambodiaand Laos already have 3G, which allows faster upload and download speeds.

The Supreme Administrative Court upheld a lower court's injunction against a much-awaited 3G mobile license auction organized by the National Telecommunications Commission, saying the agency did not have the authority to put the licenses up for bidding.

The court also dismissed an argument from the commission, which said the absence of 3G network would hinder the performance of state agencies and other public service providers.

The auction must now wait until the Constitutional Court determines if the National Telecommunications Commission has the authority to hold the sale — or until Parliament moves to set up a new regulator. The auction was originally scheduled for Monday.

State-run CAT Telecoms Plc. had initially appealed to the Central Administrative Court to block the auction, saying its interests would be damaged and the country's telecoms regulator had no authority to offer the licenses. CAT Telecoms objects to the sale of the licenses to private firms because it says 3G customers will be able to use the 2G network the company currently provides to its customers but wouldn't be paying for it — their fees would be going to their 3G provider, instead.

CAT Telecom argued the National Telecommunications Commission cannot sell the licenses because it was formed under Thailand's 1997 constitution, which was replaced after the 2006 coup. The new Constitution, approved in 2007, requires a new independent body to regulate the mobile phone network frequency.

"The NTC must put on hold the 3G license auction until this court case is over," said the judge. Should the auction go on, it would "lead to more damage and would be difficult to solve afterward."

Until the new auction takes place, the court ordered the commission to return the auction deposits, of 1.28 billion baht ($41.6 million) each, to the three bidders, Advanced Info Service Pcl., Total Access Communication Pcl., andTrue Corp Pcl.

Prime Minister Abhisit Vejjajiva said Wednesday his government wanted to see 3G services available in Thailand as soon as possible.

Tunisia Grants a 3G License

Tunisia's state-controlled mobile network operator, Tunisie Telecom has been awarded a 3G license, the Reuters news agency has reported, citing a statement from the Telecommunications Ministry. Tunisie Telecom is majority owned by the state while Dubai's TECOM Investments and Dubai Investment Group jointly hold 35 percent.

The statement did not give further details, but a government official who declined to be named told Reutersthat Tunisie Telecom had paid US$80.2 million for the license.

There are currently three mobile network operators in the country - the state controlled Tunisie Telcom which is the sole landline operator, and Tunisiana, which just operates a mobile phone network. Earlier this year, France Telecom's Orange launched a 3G network in the country, in cooperation with Investec, a Tunisian subsidiary of the Mabrouk group. Orange holds 49% of the joint venture. The company was awarded its operating license in June 2009.

According to figures from the Mobile World analysts, the country has 9.95 million mobile phone users, which represents a population penetration level of 94%.

The UAE based mobile network, Du says that it has launched a network upgrade offering mobile data download speeds of up to 42.2 Mbps. At launch, 98% of the populated areas in the UAE will be covered by the network upgrade, which was carried out by Huawei and Qualcomm.

Commenting on this milestone, Hatem Bamatraf, Senior Vice President of Network Development at du, said:"The upgrade of our mobile broadband network from HSPA+ to support DC-HSPA+ doubles our current mobile broadband downlink peak rate of 21 Mbps - a major milestone for us. ZTE Wins LTE Trial Contract in Indonesia

ZTE says that it has signed an LTE trial agreement with Indonesia's Telkomsel. ZTE began work to roll out Telkomsel's LTE trial network last month.

Last November, SingTel, which owns 35% of Telkomsel announced trials of LTE services in four countries, including Indonesia. The trial participants were Alcatel-Lucent, Ericsson, Huawei, NEC, Nokia Siemens Networks and ZTE.

As the lead supplier for Telkomsel's UMTS networks, ZTE's Software Defined Radio (SDR) technology will upgrade the 2G/3G service to LTE, and the company says will greatly reduce the network construction cost for Telkomsel.

"As the largest mobile operator in Indonesia, Telkomsel is committed to providing state-of-the-art connectivity services for our subscribers. ZTE excels in LTE technology with its delivery capability and innovations, high quality solutions and services. Gunmen Shoot Six MTN Employees in Nigeria

Six MTN Nigeria employees have been killed by four gunmen as they were carrying out maintenance work on a base station in the South-East of the country. According to an MTN spokesperson, the four gunmen approached the base station, which was being maintained by a team including an Ericsson contractor and wanted to steal the vehicles used by the staff.

When the staff couldn't hand over the necessary keys as the key holder had left to use a toilet, the gunmen opened fire killing everyone inside the base station hut as well as the rigger on the tower outside. The Ericsson engineer and his driver hid behind the RBS units in the site and survived the assault.

Notified by the noise, local military men raced to the scene and scared off the gunmen before they could steal the vehicles or find the survivors of their attack.

Five of the men died on the spot, while one died later in hospital. Three men survived the attack.

The President of the Association of Telecommunication Companies of Nigeria, ATCON, Engr Titi Omo-Ettu called on the government to step up security efforts. "We invite attention of Federal Government to this murders and kidnappings which is now blatantly portraying Government as helpless. The essence of governance is now appearing to be meaningless while living and investing in our country may be becoming anathema to all peoples of the world."

Despite the fact that there have been incidences of this kind in the past, Omo-Ettu stressed that this is one murder too callous to be regarded as one of the usual stories.

Malaysia Preparing to Award LTE Licenses

Malaysia's government is expected to dish out nine blocks of spectrum for LTE networks in the near future, reports The Star newspaper. In addition the four cellular and four WiMAX players each getting a block of spectrum, the newspaper reported that a company linked to billionaire Tan Sri Syed Mokhtar Al-Bukary will also be a recipient of a block of the spectrum.

According to the report, each company would get a 20Mhz block of the 2.5G and 2.6Ghz bands, which comprise the 70Mhz and 120Mhz blocks respectively, or totalling 190Mhz.

"The thinking of the Government this time around is not to deprive any player that is serious about rolling out next generation-type services of a spectrum which can help them offer rich applications for users. That is why all wireless players get a slice each," an unnamed source told the newspaper.

How the spectrum blocks will be awarded - by auction or beauty contest is not yet known.

Celcom has started trials of LTE network kit supplied by both Huawei and Ericsson, while Maxis carried out trials with kit supplied by Alcatel-Lucent and Huawei.
